NOVINTECH will Take Part in Modernization of the Volgograd RDO



NOVINTECH has won the tender for the right to conclude a contract for performance of design and survey work and development of detailed design under the title Reconstruction of the Emergency Control Automation System in the Operational Zone of the SO UES Affiliate of the Regional Dispatching Office of the Volgograd Region (Volgograd RDO) for the Needs of the BPS of Central Region, the FGC UES Affiliate.

The main concept of the works is modernization and replacement of the Customer’s current equipment in compliance with present-day requirements for emergency control automatics.For this purpose, specialists of NOVINTECH will initially perform detailed elaboration and substantiation of the primary engineering solutions, pre-design survey of IPS and communication systems, which will be followed by development of algorithms and operation modes both for the entire ECS system and for each separate area, and by development and expert review of detailed documentation.

In the course of work, ECS engineering solutions will be performed in the operational zone of Volgograd RDO using microprocessor devices.The functions of emergency control automatics will include the following:

  • Automatics for elimination of asynchronous operation (AEAO) on the tie lines with related electric power systems;
  • Automatics of unloading in case of 500 kV line tripping (AULT);
  • Load shedding special automation device (LSSA);
  • Automatics of unloading in case of power overload of tie lines between Volzhskaya Water Power Plant and Volgograd energy system 220 kV network (AUPO of WPP No. 1 – WPP No. 5 220 kV overhead lines);
  • Automatics of unloading in case of power overload of Balashovskaya-Vostochnaya and Balashovskaya-Zapadnaya 500 kV overhead lines in the power reception mode on the Balashovskaya 500 kV Substation buses (AUPO of Balashovskaya overhead lines with flow to Volgograd);
  • Automatics of unloading in case of power surge at the АТ-1 of Yuzhnaya Substation (AUPS AT);
  • Automatics of unloading in case of current overload of Kirovskaya-3 220 kV overhead line (AUCO of Kirovskaya-3 220 kV overhead line);
  • Automatics of unloading in case of transit power flow surge at Trubnaya-1,2, Aluminievaya -1,2 220 kV overhead lines and 110 kV overhead lines Nos. 2,8 (AUS);
  • Automatics of unloading in case of current overload Volga—Zalivskaya—Kotelnikovo—Volgodonsk distribution substation 220 kV transit (AUCO of Volgodonsk–Kotelnikovo 220 kV overhead lines).

The SO UES affiliate of the Regional Dispatching Office of Volgograd Region energy system performs functions of operational dispatch management of electric power industry facilities in the territory of Volgograd Region.

The Volgograd RDO manages and supervises generation facilities having installed electric power of 4,160 MW.Among the largest facilities areVolzhskaya WPP (JSC RusHydro); Volgograd HPP No. 2 and HPP No. 3, Volzhskaya HPP No. 1 and HPP No. 2 (JSC YuGK-TGK-8).

Completion of design and survey work and detailed design development is scheduled for July 2012.
